Which Norristown you mean
Norristown was incorporated in 1812, has been the county seat since 1784, and has been styled the Municipality of Norristown since its home rule charter took effect on 6 January 1986. It runs council-manager, with a seven-member council; the elected mayor’s office was abolished in 2004. The Census Bureau still files the place as “Norristown borough”, which is one more reason paperwork here disagrees with itself. There are 35,748 people on 3.51 square miles, down from a 1940 peak of 38,181.
The school district is the part that trips buyers. Norristown Area School District takes in East Norriton and West Norriton Townships as well, so the district and the municipality are two different footprints. A West Norriton address gets the same 40.1899 school mills at a different municipal rate, and plenty of listings call all three Norristown.
The tax bill that follows
For 2026 the municipality levies 19.0 mills, the highest municipal rate among the county’s sixty-two municipalities. Add 5.462 county, 0.49 for Montgomery County Community College and Norristown Area’s 40.1899 for 2026-27, and the total is 65.1419 mills. The municipal bill goes out 1 February 2026, the school bill 1 July 2026 (the county’s 2026 millage sheet, read 26 August 2026).
Sixty-five mills reads like a misprint until you know what it multiplies. The county has not reassessed since a 1996 base year, so the assessment office holds a 1996 value, and the state publishes a Common Level Ratio factor to translate it — 3.36 for deeds dated 1 July 2026 through 30 June 2027. Market divided by 3.36 gets you near assessed.
So a $250,000 house is likely assessed near $74,400, and 65.1419 mills on that comes to roughly $4,847 a year. Call it an estimate; individual parcels sit a long way off the average in either direction, and the seller’s actual bill is the honest starting point.
Two more numbers belong beside it. The resident earned income tax here is 2.10%, the highest in Montgomery County, and it is the 1.60% municipal share doing that while most municipalities charge 0.50%. And the homestead exclusion was published at $422 per homestead for Norristown Area in 2025-26 — a state estimate, with each district calculating its own. For 2026-27 the district raised its rate 1.50% against an available index of 4.6%, which was the most restrained increase in the county that year.
The houses
Median year built is 1957, and the shape of the stock is not what people picture when they hear suburb. 47.1% of units are single-family attached — rowhomes and twins — against 13.4% detached, with 8.6% in two-unit buildings and 7.0% in buildings of fifty or more. Just under a third, 32.9%, was built in 1939 or earlier, and 18.0% during the 1950s. Owner-occupancy is 42.7%. The ACS median owner-estimated value for the municipality itself is $213,900 (Census ACS 2020–2024 five-year).
That mix produces a short, specific list on a loan file. On the pre-1940 third, an appraiser will note knob-and-tube wiring and small original service panels. 10.5% of households still heat with oil, so a basement or buried tank turns up regularly. Rowhomes bring party walls and shared roofs, which the appraisal and the insurance both care about. And where the deed says two, three or four units, the appraisal form changes, rents get documented, and the loan product changes with them.
On price, be careful which geography you are reading. Movoto puts the Norristown area at a $339,450 sold median for July 2026 across 152 sales, 33 days on market, down from 203 sales a year earlier. That figure covers ZIPs 19401 and 19403, which include East and West Norriton; a municipality of 3.51 square miles does not close 152 sales in a month. Read it as the area, and take the $213,900 place-level figure as the municipal one, lagged as it is.
What a lender will ask about here
The river, first and hardest. The Schuylkill gauge at Norristown carries a 13-foot flood stage, 17 for moderate and 19 for major, and its record crest is 26.85 feet, set by Ida on 2 September 2021 at 143,056 cubic feet per second. That broke Agnes, which had held the record at 25.10 feet since 23 June 1972. The list underneath matters more than the record: the gauge has gone over major flood stage five times since 2006 (NOAA river gauge records, read 26 August 2026). Stony Creek and Saw Mill Run add their own drainage.
A flood zone determination gets ordered on every file regardless. What changes the monthly number is the insurance quote, and on the river side of Main Street or along Stony Creek that quote belongs in hand before the offer, not after the appraisal.
The second question is the unit count, for the reasons above. The third tends to be the commute, because it decides what people will pay. Norristown Transit Center puts Manayunk/Norristown Regional Rail, the M line to 69th Street and eight bus routes on one timed transfer, with a 520-space garage and 136 surface spaces. On the timetable in force from 5 July 2026, a 7:51 departure reaches Suburban Station at 8:37 — forty-six minutes. Elm Street and Main Street stations are also inside the municipality, and Main Street, open since 1873, is not wheelchair accessible. Bridgeport Viaduct repairs on the M line run in three construction phases from March 2026 to February 2027.
Next town over
Plymouth Meeting is the next stop down the Manayunk/Norristown Line, in two townships at once and taxed at about half these mills. Collegeville is up the Perkiomen with its own flood history. Blue Bell is the Whitpain Township comparison, at 36.502 mills against Norristown’s 65.1419.
