Pottstown Borough is its own school district and its own taxing body, and the Pottsgroves that ring it are neither. The 19464 mailing address covers all of them, which is the most expensive mix-up in this end of the county.

Borough, or one of the Pottsgroves

Pottstown was incorporated on 6 February 1815, the second borough in Pennsylvania after Norristown, and holds 23,433 people on 4.85 square miles. The boundaries are tight. West Pottsgrove, Lower Pottsgrove, Upper Pottsgrove and New Hanover ring the borough and share its 19464 mailing address, and none of them shares its taxes.

The school district makes the same point more sharply. Pottstown School District serves the Borough of Pottstown and nothing else — about 3,237 students across four elementary schools, one middle and one high, down from a 1960s peak near 5,000. A Pottsgrove address is Pottsgrove School District at a different rate. This is the single most common mix-up in the ZIP, and it is worth a minute with the deed before anyone quotes a monthly number.

The tax bill that follows

For 2026 the borough levies 15.601 mills. Add 5.462 county, 0.49 for Montgomery County Community College and Pottstown School District’s 45.28 for 2026-27, and the total is 66.833 mills. The borough bill goes out 1 March 2026 and the school bill 1 July 2026 (the county’s 2026 millage sheet, read 26 August 2026). The district’s own budget presentation shows how it got there: 41.96 mills held flat from 2019-20 through 2024-25, then 44.39, then 45.28, a 2.00% increase for 2026-27.

Those mills sit on a 1996 assessment. Montgomery County has not reassessed countywide since then, so the county’s file holds a thirty-year-old value, and the state publishes a Common Level Ratio factor to translate — 3.36 for deeds dated 1 July 2026 through 30 June 2027. Divide market by 3.36 and you are close to assessed.

A $250,000 house, then, is likely assessed near $74,400, and 66.833 mills on that is roughly $4,973 a year. Two things soften it a little. The resident earned income tax is 1.00%, which is what most of the county charges and less than half Norristown’s 2.10%. And Pottstown School District’s homestead exclusion was published at $777 per homestead for 2025-26, the highest figure in Montgomery County — a state estimate, with each district calculating its own, and it applies to school tax only. Applications go to the county assessment office by 1 March.

The houses

The stock here is old, and the numbers are blunt about it. Median year built is 1951. 38.9% of units went up in 1939 or earlier, 9.2% in the 1940s and 21.1% during the 1950s. 35.3% are detached and 32.3% attached — the High Street rowhome pattern — with 7.8% in two-unit buildings. Owner-occupancy is 55.1%, and the ACS median owner-estimated value for the borough is $195,400 (Census ACS 2020–2024 five-year). Four listings on the National Register sit here: the High Street Historic District, the Old Pottstown Historic District, Pottsgrove Mansion and the Pottstown Roller Mill.

For an appraiser and an underwriter, four-tenths of the housing predating 1940 means knob-and-tube wiring, original service panels and asbestos pipe wrap are routine findings here. None of that is automatically a problem. All of it is cheaper to know about in week one than in week four.

On price, mind the geography. Movoto shows the Pottstown area at a $320,000 sold median for July 2026 across 226 sales and 24 days on market, up from 198 sales a year earlier. That covers ZIP 19464 — the borough plus the Pottsgroves and New Hanover — and 226 closings a month is several times what a 10,447-unit borough produces on its own. The $195,400 place-level figure is the borough one, lagged as ACS figures are.

What a lender will ask about here

Heat, water and the river, in that order.

Heat, because 36.1% of Pottstown households burn fuel oil or kerosene, better than one in three. Buried and basement tanks are ordinary findings. Expect questions about age, condition and location, and in some cases testing before settlement.

Water, because the borough is running a lead service line replacement program. Ask the borough whether the line serving the address has been replaced or is still on the list, and do it before the appraisal is ordered.

The river, because of what it did and what it did not do. The Schuylkill gauge at Pottstown carries a 12.5-foot flood stage, 18 for moderate and 22 for major, and the record still belongs to Agnes at 29.97 feet on 23 June 1972 at 95,900 cubic feet per second. Nothing since has come near it — Ida produced only minor flooding here while it set the all-time record downstream at Norristown (NOAA river gauge records, read 26 August 2026). The borough’s own drainage is the nearer problem: the gauge sits three-tenths of a mile below the mouth of the Manatawny, and Goose Run and Tanyard Run have arch repairs funded at $548,450, with construction expected to start in August 2026 for four or five weeks.

There is no SEPTA Regional Rail here. Passenger service on the old Philadelphia and Reading line ended in 1981, SEPTA bus 93 runs Ridge Pike and Main Street toward Norristown, and US 422, PA 100 and PA 663 carry the rest.

Next town over

Collegeville is down 422 with a creek problem of its own and a school district that reaches well past the borough line. Norristown is the other old borough on the river, at 65.1419 mills. Montgomery County has the transfer tax and the assessment arithmetic in one place.

Planned, and a long way from built. The Schuylkill River Passenger Rail Authority names Pottstown one of three primary station communities, signed a memorandum of understanding with Amtrak in July 2026, and targets service by 2030 at the earliest; the Authority puts the work at roughly 10% complete. Passenger service here ended in 1981. Nothing about it should be counted on inside a loan file.
